The Role

This position will serve as the Ship Design Manager for the Submarine Fleet support program and report directly to the Director of Submarine Engineering. This position will be challenged with leading and representing engineering in waterfront overhaul support. The successful candidate will act independently to perform technical planning and system leadership in multiple engineering disciplines. Responsibilities include the following Technical and Management aspects:

Technical aspects:
• Represents engineering as the lead representative for waterfront construction support by attending Test and Construction meetings, Customer Agenda meetings, Monthly Program Reviews and the SFS Quarterly Program Reviews.
• Acts independently to perform technical planning and system leadership in multiple engineering disciplines.
• Ensures customer functional and technical requirements are reflected in design solutions that acknowledge technical, schedule, and cost constraints.
• Aids in development of recovery plans
• Leadership and coordination at all levels of construction including: risk management, vendor interface, qualification, fabrication, installation, test, operation and troubleshooting.
• Manages the Departure from Specification (DFS) process and updates weekly metrics to track the DFS progress.
• Oversees the following USS BOISE specific efforts - the Keel Block replacement project, the Additive Manufacturing incentive and the Future State Technical Direction efforts.

Management aspects:
• Serves as organization spokesperson on the operational aspects of ongoing projects and serves as liaison between management and customers, which include but are not limited to planning, construction, test government, Navy and vendors.
• Serves as the focal point for all engineering activities on a program and the key point of contact for internal customers (e.g., VP Programs, program managers).
• Oversees program execution and planning activities, with inputs from project and functional managers, and ensures their timely completion of tasks.
• Reports out on engineering program performance to a variety of internal stakeholders (e.g., VP E&D, VP Programs, and Director Programs).
• Understands the applicable contract requirements and the appropriate work scope (authorized, growth or new work).
• Understands the overall E&D manning plan and individual department's cost and schedule performance.
• Monitors metrics for product cost and product quality.
• Runs internal agenda meetings to maintain status of work to ensure schedule adherence (drawings, IR's, Construction Hold Ups, etc.).

Researches, develops, designs, and/or tests components, equipment, systems, and networks in one or more engineering disciplines. May design equipment, facilities, components, products, and systems for commercial, industrial, and domestic purposes. Applies engineering principles to components and systems, including assembly, analysis, and documentation of results; construction of developmental assemblies, sub-assemblies and components; and quality testing. Supports and participates in the design, test, modification, fabrication and assembly of prototype. Applies research to the planning, design, development, and testing of systems, instruments, controls, engines, and/or machines.

Must Have

Bachelor's Degree and 14 years of relevant exempt experience
Master's Degree and 12 years of relevant professional experience;
Ph.D. and 9 years of experience.

Newport News Shipbuilding requires a Bachelor's Degree in engineering from an ABET accredited program.

Nice to Have

The successful candidate should have:

Engineering and Design experience including but not limited to familiarity with Submarine Fleet Support Planning and Overhaul. Experience in Submarine Fleet Support maintenance operations to include knowledge of but not limited to NAVSEA Standard Items, Naval Ships' Technical Manuals and Maintenance Standards. Knowledge of the UnRestricted Operations - Maintenance Requirements Cards (URO-MRC) requirements for in-service submarines and understanding of the SUBSAFE program. The candidate shall have strong interpersonal skills and is able to build strong relationships across a diverse enterprise of the value stream. The candidate shall have strong project management skills to manage multiple projects and deadlines simultaneously.
