CobbFendley is seeking a Senior Project Manager in our Houston/Katy Texas offices.



QUALIFICATIONS

The successful candidate’s most important qualifications include the following.
  • 15+ years of relevant experience in Hydrologic and Hydraulic analysis.
  • Engineer with a BSCE and Texas Professional Engineering License.
  • Certified Floodplain Manager (CFM), preferred.
  • Experience in hydrologic and hydraulic modeling utilizing HEC-HMS, HEC-RAS, HY-8, SWMM and OpenRoads Drainage and Utilities (DU) software.
  • Experience in generating impact studies for minor and major corridor improvements, and on/off system bridge replacement projects.
  • TxDOT roadway design project engineering and management experience.
  • Strong written/verbal skills.
  • Strong organizational skills to effectively manage a group, manage schedules, and monitor project budgets to achieve department performance goals.
  • Strong business development, team building and operational skills.
  • Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Identify complex problems and review related information to develop and evaluate options and implement solutions.
  • Understand the implications of new information for both current and future problem-solving and decision-making.

ESSENTIAL FUNCTIONS
  • Provide oversight and leadership for the sustained growth of a professional Transportation service line (Hydraulics and Hydrology) within the Southeast Texas Transportation Department and within CobbFendley’s multiple office locations throughout the state of Texas. This includes marketing to existing and potential clients and maintaining teaming relationships and opportunities with other firms to identify and obtain Transportation contracts in coordination with the Transportation Discipline Lead (TDL) Group Lead and Regional Manager. A successful outcome would be to build a consistent and increasing backlog of work.
  • Provide Senior Project Management services and be actively involved in improving project deliverable efforts related to all Transportation within the Southeast Region. This includes active participation in projects and providing oversight to production coordination (planning, organizing, directing, and controlling schedules and deadlines), financial management (budgets, invoicing, and collections), contractual review, marketing, and personnel. Manage budgets and invoicing to achieve healthy financial project profitability. Develop a complete understanding of the CobbFendley accounting system for project management.
  • Provide Senior Project Management services for H&H and all drainage type projects. Work with Corporate Business Development Lead (CBDL) to provide pertinent technical responses to TxDOT, and various other RFQ's.
  • Perform and manage the development of preliminary hydrologic and hydraulic studies for multiple agencies, support drainage plan preparation on a variety of Transportation and other projects.
  • Assist marketing staff with marketing packages, proposal preparation, proposal review, presentations, and marketing meetings.
  • Meet with clients regularly to review project performance and sustain a feedback loop that results in continuous improvement for all our services to clients.
  • Learn CobbFendley’s QA/QC procedures to ensure the quality of services and deliverables we provide, including designs, engineering reports, layouts, schematics, plans and specifications, and cost estimates. Engage the QA/QC committee to perform audits annually.
  • Serve in a leadership capacity for the Transportation Group staff and engineers.
  • Identify and recruit qualified staff as needed to perform project work in partnership with other service line leads and HR, including offer letter preparation and onboarding new staff.
  • Coordinate training and mentoring initiatives to promote staff development in partnership with other service-line leads and the Corporate Trainer.
  • Engage staff through various Company initiatives such as FOYS, monthly events, etc. to retain staff. Be mindful of turnover trends and how to address them.
  • Perform formal employee evaluations annually. Recommend increases for individuals and discretionary performance bonuses for high performers in their group.
  • Work with HR to address performance concerns, grievances, involuntary separations, medical leaves, and accommodations. Listen to individuals’ feedback and resolve issues or conflicts within the group.
  • Prevent discrimination, harassment, workplace violence, in all terms of employment and notify HR.
  • Travel to CobbFendley offices, client office, and project locations will be required as needed.
  • Support all aspects of company policies, protocols and procedures that include human resources, information technology, accounting, marketing, and health and safety.
  • Maintaining a professional attitude and fulfill responsibilities with integrity.
  • Work with minimal supervision and deliver accurate work product.
  • Adhere to CobbFendley’s safety standards to uphold a safe and efficient environment.

PHYSICAL REQUIREMENTS
  • Sitting and/or standing for extended periods of time.
  • Mobility within the office including movement between floors and workstations.

ENVIRONMENTAL FACTORS
  • Most work is performed in a professional office environment. Some trips to client offices and job sites for observations will be required.
  • Job site observations factors could include: walking and climbing on uneven surfaces, exposure to outdoor environments and extreme weather (heat and freezing temperatures), noise exposure, driving for extended periods of time, exposure to allergens (e.g., pollen, dust, cedar, sumac, poison ivy), exposure to construction and traffic work zones, possible hand and power tool use, and extended periods of Personal Protective Equipment use.
  • Extended use of electronic devices (e.g., computers, printers, copiers, scanners, plotters, and telephones).
  • Use of cutting tools and equipment (e.g., plotting equipment, rotary paper cutter).
EXPECTED HOURS OF WORK
  • This is a full-time position. Days and hours of work are Monday through Friday, 7:30 AM to 4:30 PM CST.
  • This position may include the need for overtime hours.
